    I found the conclusion of the 2010 Census with $1.6 billion to spare very interesting. Only the numbers will confirm the accuracy of the count.

    The recession has forced families to move where the jobs are. Yes the recession has invalidated the numbers. The last census failed to represent the mobile families. This recession has forced families during the count or after in to mobility.

    Yes you must do sampling to determine the skewing of the counts under recession.
